The City of South St. Paul, in cooperation with MnDOT and Dakota County, is investing in improvements to Concord Street between I-494 and Annapolis Street that will provide better multi-modal connectivity, increase traffic safety and efficiency, and replace infrastructure that has reached the end of its useful life.

Summer 2022 Project Update
Roadway construction resumed in April 2022 after the temporary work stoppage over winter. Phase 1 and Phase 2 of the project (I-494 to Las Islas Restaurant) is substantially complete. Phase 3 of the project (Las Islas Restaurant to Bryant Avenue) is anticipated to be substantially complete by the end of July 2022 at which time Concord Street will be open to two-way traffic up to Bryant Avenue. In the meantime, southbound Concord Street will be closed to traffic between Bryant Avenue and Wentworth Avenue and detoured per the figure to the right until work is substantially complete in July 2022.
Phase 4 construction (Bryant Avenue to Annapolis Street) started in June 2022 and will continue into November 2022. Two-way traffic will be maintained to businesses and residences as much as possible over the course of Phase 4 construction. Short-term lane closures may occur over the course of Phase 4 construction to provide a safer work area due to challenging underground conditions impacting the new utility construction.
