The City of South St. Paul, in cooperation with MnDOT and Dakota County, is investing in improvements to Concord Street between I-494 and Annapolis Street that will provide better multi-modal connectivity, increase traffic safety and efficiency, and replace infrastructure that has reached the end of its useful life.

Summer 2023 Project Update
Roadway construction resumed in April 2023 after the temporary work stoppage over winter. Phase 1, Phase 2, and Phase 3 of the project (I-494 to Bryant Avenue) are substantially complete. Concord Street is open to two-way traffic throughout the project corridor. Traffic between Minikahda Storage and Annapolis Street is shifted to the east side of the road, as construction on the west side of Concord Street continues.
Phase 4 construction (Bryant Avenue to Annapolis Street) started in June 2022 and will continue into June 2023. The work remaining in Phase 4 all resides on the west side of Concord Street between Minikahda Storage and Annapolis Street. Short-term lane closures may occur over the course of Phase 4 construction to provide a safer work area during retaining wall construction and bituminous roadway paving.
